How scores workEvery score weighs two things: how the change works, and how solid the facts behind it are. High means it runs on fixed rules, contracts, schedules, or physical limits, and the facts are confirmed by official records or measured data. Moderate means it follows a pattern that has held in past cases, or depends on one decision whose motives are on record. Low means it depends on people’s choices, or a key fact isn’t confirmed yet. Reads that rest on guesswork are never published.
